Bio

Scott Z. Hughes is a former Army military judge and seasoned trial attorney with more than two decades of experience handling complex criminal and military justice cases. As a retired Lieutenant Colonel in the United States Army Judge Advocate General’s Corps, he brings a level of courtroom experience and judicial insight that few defense attorneys can offer.

Scott previously served as a military judge in one of the Army’s busiest judicial circuits, where he presided over numerous courts-martial involving serious felony-level offenses, including homicide, sexual assault, and violent crimes. In that role, he ruled on evidentiary issues, assessed witness credibility, instructed jury panels on the law, and ensured that every proceeding complied with constitutional and military justice requirements. His experience on the bench provides him with a unique understanding of how judges evaluate cases—insight he now uses to strategically defend his clients.

Scott focuses his practice on representing Soldiers and service members accused of criminal and military misconduct, particularly in the Fort Hood (Fort Cavazos) area. He regularly handles courts-martial, administrative separation boards, investigations, and other adverse actions that can impact a service member’s career, reputation, and freedom. While based in Central Texas, he represents clients worldwide in military justice matters.

Before becoming a judge, Scott built an extensive record as both a prosecutor and defense attorney. He served as a Special Victim Prosecutor, Senior Trial Counsel, and Defense Counsel, trying cases across a wide range of serious offenses. This experience allows him to anticipate how cases are investigated and prosecuted—while identifying weaknesses and developing effective, strategic defenses.

In addition to his trial experience, Scott has advised senior military commanders, including general officers, on complex legal issues involving military justice, administrative law, and national security matters. He served in key leadership roles in both garrison and deployed environments, including in Iraq and Afghanistan, where sound judgment and decisive legal advice were critical.

Following his military career, Scott continued his public service as an Assistant District Attorney in Bell County, Texas, gaining additional experience in the Texas criminal justice system. He brings that combined perspective—judge, prosecutor, and defense counsel—to every case he handles.

Scott understands that for service members, a legal issue is often more than just a case—it can affect rank, retirement, benefits, and future opportunities. He approaches every case with that reality in mind. He prepares each case as if it will go to trial, focusing on the details that matter most: the evidence, the credibility of witnesses, and the legal issues that can determine the outcome.

He is known for a disciplined, strategic approach to litigation, informed by years of experience on both sides of the courtroom—and from the bench itself. His goal in every case is to protect his clients’ rights, preserve their careers when possible, and achieve the best possible result under the circumstances.

Scott earned his Juris Doctor from the University of Arkansas and a Master of Laws (LL.M.) in Military Law with a specialization in criminal law from The Judge Advocate General’s Legal Center and School. He is licensed to practice law in Texas and Arkansas and is admitted to practice before the United States Supreme Court and the United States Court of Appeals for the Armed Forces. He is also a member of the Bell County Bar Association.

Throughout his career, he has been recognized for excellence in leadership and legal performance, including multiple awards including the Bronze Star Medal and Meritorious Service Medal.
